Matt, I don't know about programming the scanner.  With the PSR-500, I just 
get files from a ham friend and upload them to the scanner using PSR Edit. 
I haven't poked around on Radio Reference so don't know how accessible it 
is.  I think others on this list use RR and would like to hear your 
experiences before subscribing to it.  Jim WA6EKS
