Gary,
Hat's off to your friend. I think the FLDIGI program may be a project
and a half, but perhaps he can do it. There had been some talk in
recent years about making this one accessible, but as far as I know,
never saw the light of day.
I think Skip KH6TY who had written the now unsupported Digitalk program,
had done a self voicing thing for FLDIGI, but the main program remains
a problem.
A nice feature for any PSK program would be use of arrows on the
keyboard to jump to the next signal, (where a sighted ham would use a
mouse on the waterfall). This was used in the old Digitalk, and also
in Digipan. Digipan is sort of kind of usable, and may be a better
choice to play around with for your friend.
I use MMTTY for RTTY, and again, sort of kind of usable, but would be
great if someone who knew what he was doing could tweak it.

Maybe your friend could check this out and see what is being done by
others, so he doesn't waste his time reinventing the wheel.
