Well thanks everybody who gave me thoughts about why my rig wouldn't work.

The problem was a simple one that I had run into and fixed shortly after I bought the radio.  The button that turns off the final and sends out a signal from the driver only, had been pressed.  I think I'll blame it on one of the cats.  It's working again and I can do my NCS job tomorrow.  

Now-a-days, when something doesn't work, I can usually assume it's for opporator error.
