Other than finding out how to put a filter on your mail to go straight to
the bin which you can with Outlook, find out to filter from web mail which
there should be a way, or changing your e-mail address altogether, which
would be a pain but I've done it when I finally got overwhelmed with spam
mail on an old e-mail address I had;   I guess if it were me I'd probably
give this person fair warning it is border lining stalking and no more
e-mail, not even a reply,  or you'll contact your internet provider for
possible blacklisting his e-mail or IP number.
