Rick,
If I correctly understand your question, you would disconect the 
antenna when not in use and ground both sides of the cable.  Either 
with a SO239 with both leads connected to ground or perhaps 
connecting both sides of the antenna with an aligator clip connected 
to ground.  Probably a wise thing to do and, honestly something that 
I often neglect.  I'll be punished some day!
