Michael,
Was this amp. a kit, do you know?  Is it possible that something in 
the input circuitry is miswired?  I know that is really tough to 
check - you're at the mercy of your help which occasionally might be 
misguided, but certainly not always.  i have no ideas for you but you 
sure have my understanding.
