Back in the mid seventies, I studied for my Advanced and called the local
Denver FCC to see about coming down to their office to take the exam. The
guy asked me if I knew anybody with the Advanced or Extra who could receive
the exam in the mail and come over to read it to me. I told him I did so we
set it up. I passed but I had flunked it years earlier because I didn't
study enough. Then, in 1978, I moved to a small town in western Colorado.
There I studied for the Extra class and called the Denver office again to
find out where to go in western Colorado. He asked me if I knew an Extra
class who would receive the exam by mail and come over to read it to me and
to give me the code test. I told him I knew a guy I knew 10 miles away so
he confirmed it with my friend and I took the extra, including the CW test,
at my home. A month later, the FCC office in Denver called me on the phone
long distance. The guy spent five minutes confirming my address, who had
given me the test, along with a load of other questions until I was about
ready to bust. I knew he was horsing around so I played along until he
finally said, "Oh, by the way, you passed." I don't know if this can be
done now or not with the V E program but as someone already suggested, if
the correct number of required examiners agreed to come, I bet you could
still take it at home.
