Sounds like you have power set to something less than the full 100W output 
on 2m.
Or, potentially, you've got a current meter that is not completely accurate, 
which would be my first guess rather than a brand new radio being the 
culprit.
Like I said, technically, 11amps should be more than enough current draw for 
a 100W transmitter, so perhaps the newest ts2000's are more efficient and 
don't draw so much current.
