The reason is one of practicality.  And, where these radials will be has
basically zero traffic of any sort - save a random rodent.  Plus, they will
be staked-down well.

I don't think it matters much, what kind of wire you use for the radials. 
What I don't understand, is why not put them under ground?  They are much
safer that way, less likely to get broken, or able to trip people.
