Sorry about the delay in replying.
Yes, the KX3 can be controlled from a PC program that you can download from
the Elecraft site. It's called the Elecraft KX3 Utility. But you can also
control it with various logging packages or HRD.
As for the cable, you can choose either a USB or a serial cable when you
order the rig. I have the USB cable.
As for a cable with a cigarette lighter plug, the KX3 comes with a power
cable with bare ends and no fuses. You could add a cigarette lighter plug to
the end of that. In my case, I added Anderson Power Poles to mine. The power
connector on the rig takes a small barrel plug so you can easily order a
prebuilt cable with cigarette lighter plug on one side and the appropriate
sized barrel connector on the other if you look around on the internet at
your favorite ham vendors.

I should have figured it could be.
What sort of output port did you get for your radio? A serial or Usb?
I'm also wondering where can I get a cable with fuses and a cigarette
lighter plug that would make with the KX3's power jack.
I have a similar cable for my Yaesu FT817ND but it has a smaller connector.
Trust Yaesu not to use a standard barrel connector.
I'm planning to power the radio from a Samlex regulated power supply that
has a cigarette lighter plug on the front and terminals on the back.
