This is a problem with some programs.  I have seen it happen between Ham 
Radio Deluxe and N1MM, but I don't remember the particulars right now.

Apparently, ACL does not automatically release the Com Port when you exit
it.  I am wondering if there is a setting to do this, or a button within it
to do this that you can hit before exiting ACL?  The problem with this is
that if I first use ACL and then want to use another program (e.g.,
ARCP-2000) I am having to restart my PC to free up the Com Port.  I notice
that in ARCP there is a button (under the "Control" menu) that does exactly
the latter.  Even better, maybe there is a setting in Windows 7 that somehow
releases the Com Port whenever no program is using it!
