I'm just curious how the W1AW portable operation works.  Can anyone 
in a state or possession with a suitable station apply to operate as 
W1AW for a block of time?  Is a suitable station found then time 
blocks made available for hams in the area to use?  I can't believe 
W1AW travels with portable stations to the various states.
