I had a noise problem last winter, traced the noise to the pole behind my 
house with my electric meter and all utility wiring for my house, the one 
behind me and the one next to me on it. Electric company came out and 
tracked it, told me I was wrong and told me where it was really coming from. 
They fixed what they said it was, I told them again, it was not coming from 
there it was coming from the pole behind my house. They went all through the 
area changing everything that could be noisy, ending at that pole. They 
called me after everything they changed to ask if it was fixed. Come to find 
out, I was right. It was the pole behind my house. I told them I was losing 
1 leg of my power for a few minutes every now and then too, they never 
listened but at least this trailer park now has a lot of new transformers 
and insulators and what ever else they changed, they found a lot that was in 
real need of repair they told me so it worked out for the best.
