The FCC is the best source of information for this. There used to be a lot
of talk about this in the braille edition of Popular Communications.
I think a shore station license is required, and there are probably some
antenna/transmitter requirements to go along with it. Operation on marine
radio frequencies in inland areas is prohibited, but I would think that if
your tower is line-of-sight to some ocean or river areas you would be OK.
