I guess that there should be something on the FCC site as there is on the
Offcom site here in the UK.

I have a Maritime license but it precludes me from using equipment from a
shore-based station.

yes, license required.  Also, there are many stipulations about where you 
can operate, and the type of station be it shore bass, mobile or handheld 
etc.
There is a distance to water stipulation as well that must be adhered to 
when using marine radio frequencies on shore.
I would definitely get ahold of the local boating clubs to find out when 
they offer the marine radio license course and they can also tell you 
everything you need to know about using marine frequencies on shore.
