Tom,

You need to set to the proper band on the TW-2.  Your choices are: 50, 
144, 220, and 440.

To hear the currently selected band spoken do a quick press and release 
of the  FWD and SWR
  buttons at the same time.  To change band do a longer press of these 
buttons and you will hear a tone followed by the newly selected band. 
Repeat as needed to get to the band you want.

The manual says being on the wrong band will give you a reading, but not 
accurate.
