Mike,
The discussion wasn't pertaining to Voiceover. It was pertaining to the
Windows Phone screen reader, in which you cannot independently enable
Voiceover.
I am aware of the ability to enable VO in older iPhone models using iTunes,
and if you get a new one by tripple-tapping the home button.
