Hi all, the app is called repeater book and works great on the 4s, as
well as on my Galaxy S3.  There is also an app for Android, but I don't
think it is available for the I-phone yet, call repeater directory, wich
is the ARRL repeater directory.  The free version only gives you access
to 220 Mhz repeaters, but it gives you a chance to see if it is worth the
$9.99!
