Are you using a Mac? There are two possible solutions.
The easiest one is to try:
1. Open Terminal and login as root.
2. Then execute the following command to set Unicode as the default
encoding:
defaults write com.apple.mail NSPreferredMailCharset "UTF-8"
3. Restart Mail and try again.
The second solution might require help from a pair of eyes, you can force
Mail to send in utf8 by copying a dingbat to a signature file and including
that sig with any message you send.
