Hi Rob,
I thought this was a bit peculiar myself. There is a lot more bad stuff
on HF in other areas of the rules and regulations and they site the
failure to identify???
I guess it's the easiest thing to site people for--since it only
involves listening for a few minutes (11 or so) and finding out that
people aren't identifying properly.
