It's on a tripod? What kind of tripod? You might be better off with a cookie
sheet or filing cabinet, something that makes a nice spread for a ground
plain. Also, near a window is good if it's not near one. Unfortunately
you're probably not going to do much better in an apartment though if you're
not near a window, putting it near one will make a difference. I don't know
what you have for a tripod but a flat surface like a cookie sheet or filing
cabinet that's metal, something like that may improve it, worth a try but
near a window is key with an indoor antenna I find when I have had to do it.
