John,
I have always been taught that the filter is the last thing in the 
string, closest to the feed line.   So that's how I've always done 
it.  However, in the past year or so, when I reworked my antennaes 
switching between rigs and coaxes I did away with the filters.  I 
don't believe that TVI is the problem is once was and any RFI that 
you get in to a TV audio chain probably isn't coming through the 
antenna anyhow.   Since I made the change I have had no angry 
neighbors beating down my door!
