some people on the eyes-Free Android list have Boost Mobile phones, so 
you can ask the sales rep if he's got anything running Android 4.1 or 
higher. The Samsung Galaxy Nexus runs Android 4.2.2 and is the phone I 
had until a month and a half ago.

Android phones are smart phones, of course. the rep can turn on 
accessibility by going into Settings>Accessibility>TalkBack; on the 
TalkBack screen, the rep needs to tap the On switch, and when the phone 
asks if you want to turn on Explore by Touch, tap Yes or OK.

Most phones should start speaking as soon as the TalkBack on switch is 
tapped. If there's no speech, the rep can go into Settings>Language and 
Input>Text to Speech Output, tap the button to the right of >Google TTS, 
and tap install voice data.

I believe MobileAccessibility is still available to Sprint users. You 
can use it start with if you like, but Android isn't any harder to learn.

Just as an FYI, the first time you turn on Explore by touch, you get a 
tutorial. After you buy the phone, you would update TalkBack and go 
through the tutorial again to cover any new gestures. the Explore by 
Touch tutorial is in Settings>Accessibility>TalkBack>settings.
