I was hoping someone else would weigh in. I have a few ideas, but I
don't really have step by step instructions, so if this isn't what you
want then just ignore it and hopefully someone else will have step by
step instructions they can post.
First, if you just want VoiceOver to stop speaking notifications that
appear on your lock screen then you can go into Settings -> General ->
Accessibility -> VoiceOver and toggle speak notifications on the lock
screen to off.
Second, if you want to turn all notifications off across the board then
go into the Control Panel by touching the top of your screen and
activating a status icon and then doing a three finger swipe up. In the
Control Center, toggle do not disturb to on.
Finally, you can turn off notifications on an app by app basis by going
into Settings -> Notification Center and double tapping on an app. You
can take it out of the Notification Center and off of the lock screen if
you want.
