Vinux 3.0.2, which is still supported and based on Ubuntu 10.04, a long
term supported (LTS) release comes with Orca and Speakup already setup
and configured. This is also true for Vinux 3.2, based on Ubuntu 11.04.
Neither Vinux 3.2 nor Ubuntu 11.04 are LTS releases, so both have
recently or will soon no longer be supported. You can find out more

Speakup is already included in the Linux kernel, but work arounds are
required to have Orca and Speakup work simultaneously. This is being
addressed, and should be resolved when Vinux 4.0 is released shortly.
vinux 4.0 is based on the LTS release, Ubuntu 12.04.
Note that if you want to use the terminal instead of the console to
access the command line, you could use Orca. Orca currently works out of
the box with Ubuntu 12.04 and other distributions. Logging into a Ubuntu
box with a terminal emulator, like Teraterm is another option.
