Since the filter is designed for a 50 ohm load, you should  put it between the radio and the external tuner, if the impedance is too far off it might cause the filter to not work as perfectly. If you are using an internal tuner in a rig you hav eno choice of course, but the earlier youc an eliminate any harmonics th abetter off you are. same goes for lacing it before linear amp if you hav done.
