um. in 1963, there was no formalized "911" emergency system. one either had to dial 0 (for the operator) or know the number to the local police dept. directly. Now, in that age, all calls coming in on the local call in lines were monitored and recorded using banks of reel-to-reel machines and many hundreds of thousands of feet of magnetic tape. a lot of this tape would end up being reused perhaps a thousand times or more (though some would be duplicated for evidence). THis would explain the audio quality of the phone and radio recordings of the day.
