You most likely have I E 11 now.  With Window-Eyes, if we have an
empty-sounding dialog box from a new program, we must press the dialog
reading command, ctrl-shift-W, twice so an alternate method will be used.  I
don't know whether JAWS now requires you to hit Insert-B twice for these or
not.
