Hi John:

Talkback looks promising for Android. Kitcat is the next Android OS
release.
I gave Talkback a whirl on my cousins 1 year old Samsung and it wasn't bad.

That said, you might want to explor the possibility of an iPhone 4S from
your cell provider or Best Buy. I picked mine up for 150 taxes included
plus a case when I was due for an upgrade last year.
If you look at the cost of mobile speak and a supported phone, you might
just get an iPhone 4S cheaper. Apple has done a nice job with cell phone
accessibility.
