I have known guys with shacks on their second and third floors running legal
limit amps.  Generally, I think that these guys ran large grounding cable or
flat shield to water pipes on the same floors.  I also know a number of hams
who don't bother with a station ground at all.  I don't advocate that
arrangement, but some guys do it.
