While dictatorship is a form of government, not all governments are dictatorships. Dictators, mass murderers, psychopaths, rapists, thieves and robbers are all members of their communities, but are treated as aberrations and not a reflection of those communities.   Reasons for Hammurabi code, Ten Commandments and "Kabila buteo". 
The billion butut question is what do we do with this aberration of ours?
