Linda,
I am sure that Universal will install the chip if the rig hasn't 
already been shipped.  One of their former staff, now deceased 
learned all he knew about accessibility from me when he was a 
neighbor and while he worked for Icom.  He then worked for Universal 
and I know he helped out with getting chips installed.  It's a good 
store to deal with.
