Tom,

Have you thought of a j-pole made of 300OHM twinlead.  There have been
articles about them over the years.  Maybe you can obtain one and hang it in
front of your office window and see what happens.

Well, I'll give the other antenna some thought, although I'm a bit reluctant
to purchase it, only to find out that it still can't overcome my challenging
conditions in the office.

May try making a wire j-pole to try next.

Will be a lot cheaper, and I still have your instructions.

Oh, what I would give for an office window I could open!!  (grin)
