Its a mechanical tuner.  High power, contains a 4/1 balun and a dummy load. 
Rated for 1.5 KW key down.
It will tune a wet noodle.
I have used one for fifteen years.  Have to clean the roller inductor, wheel 
and shaft maybe every five years.  It is likely to get corroaded where it 
was used most.
