You can start Narrator during the install process. I think Windows+Enter
will start Narrator for you. I'm not sure if this will be enough to get
you through the install without sighted help, but I was able to use it
to set up my account on a preinstalled system. It won't help you if you
need to go into the BIOS first.
I don't know the cost. I suspect your disk will have either 8.0 or 8.1
on it but not both. If you start off with 8.0 you can update to 8.1 over
the network.
I'm pretty sure you can still get 32-bit versions of Windows 8.1, but
I'd think the 64-bit version would be the default and a lot easier to find.
