I'm not sure I understand your question. When you remove an app from the 
App Switcher, you are just removing it from memory, it's still installed 
on your phone, so you should be able to find it in your home pages or 
with the spot light search and relaunch it.

If you're talking about locking your phone in portrait mode, you can do 
that by bringing up the App Switcher with a double tap of the home 
button and then doing a three finger swipe to the right. The first 
button should be the rotation lock button.
