I am afraid I am with Tom on this one. It's not just that organizations
are pretty slap-dash about accessibility. They are slap-dash about
other things and they run on the build of the day or the week or the
month. So if something got messed up in one iteration of slight
adjustment it might or might not get fixed in a subsequent one.
Sometimes unless you want to spend a lot of time emailing different
tech support departments, the try something else or move on strategy is
the most sanity-preserving....

Strange as it may seem, I'm inclined to give FS the benefit of the
doubt here and take a rather jaundiced view of web development tools
and some people who use them. It's very rare when I see a mouse-over
work properly with JAWS, but I have seen it work. That being the
case, I suspect that although the mouse-over may work okay for rodent
fans out there, there may be a good chance that something on the web
page isn't coded quite right, so JAWS can't interact properly with the
mouse-over.
When my students work with the Surf's Up tutorial pages, I tell
them that the examples that they see are created with the assumption
that they operate the way they do given " a perfect world". I also
tell them, with no small measure of cynicism, that many people and
organizations throw together web pages with only a perfunctory, token
effort toward accessibility if they're aware of accessibility issues
at all. So, in short, I tell my students that when they're operating
out on the wild wild web, don't be afraid to use the keystrokes
provided by JAWS as tools in their arsenal, but don't get too
surprised or bummed out if they don't work. If they do work, rejoice
in a small victory; if not, try something else and move on.
