Dave,
I'm thinking your best bet would be one of the Chinese HTs. I have the
Baofeng UB5R+. They're cheap and, you can program them as much or as little
as you want. One of the nicest things about them is you can direct enter Pl
tones and frequencies. Others will no doubt chime in here. Lou
