I think that it is conventionally not used for FM, but for ATV and other 
wideband data modes instead.  Weak-signal work on SSB and CW is around 432 
MHz.

Thank you for your reply, and info.

Being located in the state of NC, I don't believe that the line "a"
restrictions against transmitting within  the lower 10mhz of the 70 cm band
would apply.  Is there another reason that this segment of the band has
"been lost to us"?
