I think you will find that Simon Bernard was commissioned to take charge of the entire Army Corps of Engineer in 1816 because of our lack of confidence in our Engineers from West point after the war of 1812. He also had to leave France because of Napoleon's removal of power.
The 3rd system of forts did not use lime mortars, there were some lime and cement mortars used in interior walls, but as a rule all structural walls were built using natural cement.(Totten 1828)  (Sorry lime looney's) They did use lime as a plaster and white wash on the interior of the Fort  for sanitary measure. The work on the 3rd system had stopped by 1870 so no Portland was used. The confusion with Portland Cement and the 3rd system occurs when the Endicott system period builds over the top of the 3rd system.
Don't start with the hydraulic lime either we didn't use it. (Totten 1828,Gilmore 1863)
