What's your budget?
If I had all the money in the world, I'd investigate the Stepper antennas. 
I think they have capabilities for 30 and 40 meters.
Lots of good antennas out there.
I am sure other people who actually have towers and rotators can give you 
better information.
Another thing to consider are the weather conditions where you live.
