I go with the manufacturers on this one. For example, the waiver would
only apply to one model of the kindle. That being the one referred to as
Paper White. This device has only one purpose, and that is to render a
digital display of what looks like a printed page. It has no audio
capability whatsoever. You can't modify this device to make it
accessible. You would have to create a totally different device. The AC
standard would still apply to the more powerful Kindles and their
brethren, which are the devices we would want anyway.

Too costly? Well, filing taxes and marketing product is costly too. I
say, this is where we begin the fight for full accessibility for all
devices marketed in the USA. Where are the gains we were supposed to
make with the ADA?
A braille sign on the men's room door doesn't open jobs or lifestyles,
it just let's the janitor have another patron or two.

 The Twenty-First Century Communications and Video Accessibility Act of
2010 requires companies who make electronic devices to make them
accessible to people with disabilities. At this time, none of the e-book
readers that are on the market meet this requirement. Amazon, Kobo, and
Sony have submitted a petition to the FCC asking for a waiver claiming
it would be too expensive to make their e-book readers
accessible:
