JOB SUMMARY:

The Library of Congress serves the Congress in fulfilling its 
duties
and preserves and promotes knowledge and creativity for the 
benefit
of the American people.  It is the nation's oldest federal 
cultural
institution and the world's largest library, with more than 145
million items in its physical collections (including books,
manuscripts, prints, photos, film, video, and sound recordings) 
and
almost 20 million items online.  Located on Capitol Hill in
Washington, D.C., the Library is the home of the U.S.  Copyright
Office, the Congressional Research Service (CRS), the Law Library 
of
Congress and the National Library Service for the Blind and
Physically Handicapped.

The Automation Specialist supports the development and operation 
of
automated activities of the National Library Service for the 
Blind
and Physically Handicapped (NLS).  The incumbent works under the
direction of the NLS Automation Officer to ensure that the NLS IT
infrastructure is appropriate to allow NLS staff to fulfill their
mission now and in the future.  The incumbent is responsible for 
the
oversight of the READS integrated library management software.

This position is located in the Partnerships and Outreach 
Programs,
National Library Service for the Blind and Physically Handicapped
(NLS/BPH), Library Services.

The position description number for this position is 207847.

The salary range indicated reflects the locality pay adjustments 
for
the Washington, D.C., Metropolitan area.

The incumbent of this position may work a flexitime or compflex 
work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses are not authorized for the person(s) selected

Responsible for installing and configuring all NLS Automation
hardware and software and serves as the authority in this area to 
NLS
and the NLS network libraries.  Responsible for the configuring,
installing testing, maintenance, troubleshooting and repair of 
the
desktop computing environment at NLS.  This involves a multitude 
of
commercial and specialized software packages for the above
workstations to support word processing, spreadsheet, database,
communications and other applications, including those developed
internally at NLS.  This requires staying abreast of the current 
state
of commercial software, LC and NLS standards for software 
packages,
and online sources for up-to-the minute software releases for 
updates
or to fix package bugs.  Responsible for managing the NLS 
computer
software and hardware inventory and ensuring its accuracy.  Also,
manages the NLS computer software and hardware maintenance 
agreements
and extended warranties and ensuring the agreements are 
appropriate,
current, and renewed when needed.

Possesses a thorough understanding of NLS program and operations 
to
analyze NLS operations, recommends cost-effective automated 
support
to those operations and to the operations of the NLS network of
participating libraries.  To accomplish this, the incumbent 
maintains
expert knowledge of a broad range of information technology and
applications relevant to NLS.  Develops requirements and/or
specifications for systems involving complex or intricate issues 
or
problems and translates functional requirements into design 
specifications.

Oversees the READS integrated library management software which 
is
distributed to 130 states, local and foreign libraries.  READS
responsibilities include: overseeing contractors supporting 
READS,
assisting all those using READS, and working with the NLS 
Automation
Officer to ensure READS continues to meet its mission now and in 
the future.

Responsible for selecting, procuring, installing and maintaining 
all
office automation hardware and software and serving as the 
primary
expert in this area to NLS and the 130 NLS network libraries.  
This
requires constantly updating knowledge of the current state of
commercial computer hardware and software, LC and NLS standards 
for
computer hardware and software, Library of Congress IT security
directives, and online sources for fetching up-to-the minute 
software
releases to fix package bugs.  Manages the NLS automation support
room, which contains equipment such as tools, spare parts,
diagnostics software necessary to support all IT software and
hardware purchased with NLS funds or used by NLS staff.

Ensures the NLS computing infrastructure is compliant with 
Library of
Congress IT security directives, which are based on NIST 
standards
and Certification and Accreditation process.  Reviews 
specifications
of initiated IT-related purchases to ensure they comply with 
Library
IT security directives.  Fixes IT security deficiencies in NLS
systems.  Ensures the NLS desktop computing configuration is 
compliant
with Library of Congress IT security directives, including 
mandated
record keeping required by the Library of Congress IT security
directives.  Investigates security incidents impacting the NLS
computing environment and determines the most effective 
corrective actions.
