Since no one answered the question on list directly, thought I'd pass on 
the info for everyone's benefit:

The needed files for a Windows XP pc to run defrag are found in the

c:\windows\i386 

folder.  If you look at that directory, and your pc is able to normally 
run defrag, you will see a bunch of files all beginning with defrag in 
their file name including
defrag.ex_ and defrag.hl_
Don't have those files for whatever reason, then trying to run the program 
from the run dialogue or from within system tools simply cannot happen.
