I use the latest RT Systems programmer with Jaws to program my ICOM ICT90A.
Although I wouldn't consider it truly accessible, it is usable with some
work and the Jaws cursor.

I have used a couple rt syswtems programs.  Window eyes does not read the
edit fields on memory channels, for example on my baofong ht, but using
nvda, it works.  I think you hit numpad enter and down arrow if I remember
right.
