When I press the 7 key, I hear a high beep, not a low one.

Jerry,
That sounds like you might have the tone coded squelch engaged. Press the 7
key until you hear a low tone and see if that doesn't fix it. If you need
that function on for various repeaters in your area, press 7 until the low
beep is heard and then press it once more. Squelch is adjusted by pressing
the 5 key and then turning the knob on top. When you are satisfied with
the setting, press 5 again and you're good to go.
