Apparently, when you use a public link from Dropbox, the link opens Internet Explorer (at least, that's what happens on my XP machine).  I think this is a change in the Dropbox software because in the good old days, clicking on the link brought up the traditional Open/Save dialog.  I still don't know if there's any way to change this behavior, but it's worth checking out.
