Michael,

Of course it is hard for us to visualize your stairwell and building 
arrangement.

Let me see if I understand your arrangement.  You are in an apartment that 
is perhaps two or three feet below the yard outside?

You have a railing on one or both sides of the four or five stairs that go 
down to your apartment door.

I will assume there is a sidewalk that goes along the building connecting 
all of these stairwells.

Is the sidewalk up against the building or is there grass between the 
sidewalk and the building.

Is there a grassy area straight out from your apartment on the other side of 
this sidewalk?

If there is this sidewalk I am imagining, how wide is it?

I assume there are apartments above you, if so, how do folks gain access to 
these apartments?

If there is this grassy area out from your apartment, perhaps your landlord 
will let you put up a vertical antenna in this area.

If this area exists, how large is it?

I know I have made some assumptions, however, based on your answers, we can 
come up with better solutions.
