Before we start blasting people, let's review the rules please.
Over-reacting is not going to get anyone anywhere.
I see rule #2 as:
2. Paper, records, tapes, and other matter for the production of reading
matter, musical scores, or sound reproductions for eligible persons.
My question is: Does a keyer qualify as a sound reproduction device.
Being that it would be sent to a blind person, does it qualify for the free
matter label? IF so, don't forget that the item must not be sealed and it
must be clearly labeled with 14 points or higher or the post office will
return it.
I will send more as I read about it!
Here is the USPS link for our edification:

Wow. The abuse of a privilege meant to help us get things like reading =
material just astounds. It's crap like this that makes me think maybe =
people who think that blind people are just a bunch of degenerate =
freeloaders, and all we deserve is a handout anyway because we sure = can't
actually contribute to society, nor do we want to, and why should = anyone
really accommodate our needs, maybe they have a point?=20
