I had one when I lived with my parents and was on the second floor, and the 
basement was at ground level so I was at third floor height. I had someone 
help me set it but later found I was better off without it. If you're having 
an issue where you need an RF ground at the station maybe it is a good thing 
but for me, it caused more problems than it solved, I had none with out it 
anyway. Honestly, if you really think you need it, you might try just 
cutting a wire to 1/4 wave on the problem band or bands and lay that on the 
floor, it's the same effect and probably a better solution but personally if 
you can't RF ground your station, I say don't bother if you run dipoles or 
anything like that, you shouldn't need it anyway. In fact I've run so long 
without one  now that I'm in a place where I could run one I don't bother.
